School Budget Vote and Board Election - May 21

The East Greenbush CSD has proposed a school budget for 2024-25 that maintains all programs and services with a 0.55% tax levy increase, which is within the NYS Property Tax Cap. Residents will also vote on a $116 million capital project that would improve school facilities and grounds across the district with no impact to local taxpayers, the replacement of eight school buses, which if approved by voters, will be fully paid for by the Bus Purchase Reserve Fund, and elect three individuals to the Board of Education.

Director of Business and Finance Jennifer Mulligan

Jennifer Mulligan, CPA joined the East Greenbush Central School District as the new Director of Business and Finance in July, succeeding Linda Wager who retired at the end of the school year.

Mrs. Mulligan is a district administrator who oversees the school budget process, as well as all fiscal operations including state aid and SED filings, insurance, food services, payroll, and the tax office.

Mrs. Mulligan spent the last eight years at Questar III BOCES, most recently as the business office manager/controller. Previous experience includes comptroller for the Town of Schodack and audit manager at the local CPA firm Marvin and Company.

In addition to her extensive business and finance experience, Mrs. Mulligan has served on the New York Government Finance Officers Association board since 2009 and was president of the Association during 2021-2022.  She also serves as chair of NYS Comptroller Tom DiNapoli’s Audit Advisory Committee for the New York State and Local Retirement System.

Q: Welcome to the East Greenbush Central School District! How is the job going so far?
A: It’s been going great. The summer has been extremely busy as we prepare for the new school year. I’m a resident of the district and a parent so I’m excited to contribute at this level and make a positive impact for our students and this community.

Q: What are your job duties as Director of Business and Finance?
A: I oversee the fiscal and business operations for the school district to ensure that resources are provided for administrators, instructional and non-instructional staff to deliver a quality education to all of our students. 

Q: How has your professional experience prepared you for this position?
A: I have had more than 20 years of experience in governmental finance through my work with a variety of municipalities. So my diverse background and leadership at the BOCES has really prepared me for this position.

Q: What committees will you be serving on?
A: I am serving on the BRAC/Long Range Facilities Planning Committee, Advocacy Committee, Appendix D Committee, Calendar Committee, Finance and Audit Committee, and the Health Insurance Review Committee.

Q: What are your priorities for this coming school year?
A: To get an in-depth understanding of the district operations, meet the staff, learn about the different educational programs that we offer, look for opportunities for operational efficiencies, and what’s really exciting is joining the capital project planning process, which is just at the beginning stage. I’m really starting this position at the perfect time.
